Quantity Surveyor Civil

The project concerning the expansion of the Gdansk Refinery aimed at improving its crude processing capability as well as ensuring higher quality and energy-efficient fuels and relates to the execution of a hydrocracking unit (Hydrocracked Base Oil Plant) with associated logistic facilities, which will allow the production of Group II base oils. This innovative plant will be the second one in Europe and will be capable of treating better performing base oil groups, with a lower environmental impact.

The Quantity Surveyor inputs and accounts the works performed by Subcontractors in the specific data base, and handles any deviations from budget values.

Duties and responsibilities
Check in detail the accounting submitted by the Civil Subcontractors for "unit prices Subcontracts"; in particular verify quantities (to be calculated in accordance with the drawings issued for construction and in accordance with the Special Preamble to Prices and Methods of Measurement Civil Works defined in the Subcontract)
Ensure the correct application of unit prices (to be in accordance with the contract price list, and Subcontract requirements), and ensure the accuracy of all calculations (arithmetic)
Assist the Subcontracts Administration Manager with the evaluation and verification of extra works and obtain the Client’s approval
Assist Subcontracts Administration Manager with other Subcontract Administration activities as required
Assist Subcontracts Administration Manager with the preparation of backup documents for the Payment Certificates
Expedite and ensure timely receipt of accountings and other deliverables from Subcontractors
Maintain proper filing of all Subcontracts and accounting documents&lt;br /&gt;&lt;br /&gt;

Commissioning Loop Checks Coordinator
The project concerning the expansion of the Gdansk Refinery aimed at improving its crude processing capability as well as ensuring higher quality and energy-efficient fuels and relates to the execution of a hydrocracking unit (Hydrocracked Base Oil Plant) with associated logistic facilities, which will allow the production of Group II base oils. This innovative plant will be the second one in Europe and will be capable of treating better performing base oil groups, with a lower environmental impact.
Electric. &amp; Instr Coordinator (Loop Folders) executes the activities relevant to functional loop checks and to the interlock/sequences, functionality checks in compliance with the quality requirements, health/environmental/safety regulations and following the stated procedures.
Duties and responsibilities
Cooperate with the subcontractor, supervise and check the preparation of the loop folders due time prior to the beginning of the activity.
Supervises that all the FLC operations follow the proper flow of documentation and their timely execution.
Records the daily progress of the FLC and ensures its availability to management, QA/QC, planner etc.
Planning on daily basis the activity based on the list of the “Loops ready to test”, on the manpower availability and following the priority provided by Commissioning management.
Manage the repairs of the instruments that need to be fixed or recalibrated with the support of the troubleshooting team.
Records and transmits to the construction any major problem which requires the involvement of the construction subcontractor (i.e. cable pulling, instrument relocation etc.).
Prepare the forms for all the tests to be performed and ensure submission of the certificates duly signed by involved parties for final hand over to the certification engineer (QA/QC).
Coordinate actions with the electrical commissioning supervisor in performing the activity.
Records in the master drawings all the modifications done during the FLC (for As Built).&lt;br /&gt;&lt;br /&gt;

Electrical and Instrumentation Inspector
 
We’re talking about New C3 splitter unit  to be implemented inside the Corinth Refinery.
Site Inspector ensures the implementation of all the quality procedures and standards in the Site. Responsible for performing inspections on subcontractor’s activities assuring the conformity to site inspection plans and applicable engineering. Report to the construction manager.
Duties and responsibilities:
To ensure the implementation of all the Quality/HSE procedures and standards for the areas or activities (subcontractors) of responsibilities, together with the other members of Quality/HSE teams;
To support the Construction Material Controller in checking the Supplier’s material prior to the start of works;
To address Subcontractor activities for his/her own discipline, ensuring that Plant Construction works are performed according to the applicable engineering specification, site procedures and Site Inspection Plan according to Quality &amp; Safety procedures, as well as according to the terms and conditions of the subcontract
To check that the works performed by the Subcontractor conform to the applicable documents, Safety regulations, and to the Quality level fixed by the same, in coordination with the other members of Quality/HSE teams;
To inform the Site Engineer to make the necessary changes when detects any design errors;
To promote the non-conformity draft and informs the Construction Manager, supporting them in the nonconformity resolution;
Keeping the Construction Manager informed, receive the Request of Inspection from Subcontractors and confirm to proceed with the inspection informing the Client, assume the responsibility in case of Client’s (motivated) rejection of the inspection taking care of remedial action and avoiding the repetition of similar case in future.&lt;br /&gt;&lt;br /&gt;

Construction Instrumentation Supervisor

This innovative plant will be the second one in Europe and will be capable of treating better performing base oil groups, with a lower environmental impact.
Ensuring that Plant Construction works are performed according to the erection schedules and Project documents, within the assigned cost budget, and according to Quality &amp; Safety procedures, as well as according to the terms and conditions of the subcontract. Report to the Construction Manager.

Duties and responsibilities

Prior to the start of works, to check the Supplier’s material and technical documentation delivery schedule. Check that the same is in line with Construction schedules and contractual commitments;
Prior to the start of works, control and approve the Method Statements submitted by the Subcontractors, ensuring their correct application on the field;
To check that the equipment and manpower employed by the Subcontractor are adequate and that the works performed by the Subcontractor conform to design documents, Safety regulations, and to the Quality level fixed by the same;
Perform inspections and sign the necessary certificates as per Site Inspection Plans;
To prepare the non-conformity register for each Subcontractor and co-ordinate nonconformity resolution;
To detect any design errors, and where possible rectify the same or request the Site Engineer to make the necessary changes;
To check Subcontractors’ work progress status sheets and sign the same for approval;
To manage vendor specialists;
To assist the Contract Manager/Engineer in defining new prices, in preparing amendments to subcontracts and in analysing and discussing claims.&lt;br /&gt;&lt;br /&gt;

To follow the accountancy of works.
To check that the accounts prepared by the Subcontractor are in line with contractual clauses, with Project documents and have been approved by the Discipline Supervisors.
To analyse and check that all accounting documents have been duly approved and are accompanied where necessary by explanatory drawings and sketches.
To collect estimated quantities to completion and prepare the cost control tabulations.&lt;br /&gt;&lt;br /&gt;

Construction Piping Supervisor is responsible for the coordination of Mechanical Construction for piping activities.

Duties and responsibilities

Direct management of Mechanical Subcontractor(s) for piping;
Guarantee the quality of the works and their compliance with the contractual/engineering requirements of the project satisfying the assigned budget, time schedule quality, safety and environmental;
Ensure that their performances are carefully monitored in terms of schedule, quality and cost
Coordinate all necessary recovery actions whenever detect deviation from schedule or specifications under the guidance of Mechanical Piping Superintendent;
Participate to the elaboration of work schedule and to the collection of the progress of the works and analyse any deviations.
Ensures the implementation of all the HSE procedures and standards for the areas or activities (subcontractors) of responsibilities;
Directly participates to the HSE activities at site.
Perform feasibility analysis by the Company software system;
Execute activities such as piping feasibility analysis;
Create and issue MIR (Material Issue Reports) based on material requisitions prepared by the construction team and SubContractors in SPMA&lt;br /&gt;&lt;br /&gt;

Duties and responsibilities
Responsibility on management of the Electrical Subcontract and Engineers.
Ensure that the performance of the subcontractor(s) are carefully monitored in term of schedule, quality and cost and will coordinate the necessary recovery actions whenever detect deviation from schedule or specifications.
Ensure the implementation of all the HSE procedures and standards.

Test Pack Coordinator

We’re talking about New C3 splitter unit  to be implemented inside the Corinth Refinery.
Test Pack Coordinator a part of the Project Control team in a construction site following the activities related to the control of the construction works, in compliance with established Project Master Schedule, and the promptly respect of all reporting documentation both to external and internal stakeholders.


Duties and responsibilities:
Develop Construction Schedule within the time extent already established in the Project Schedule;
Prepare the standard manhour estimate based on design quantities and the established WBS;
Feed Schedule with estimated standard Manhours to obtain Progress Curves and Manpower Histograms;
Ensure that the Detailed schedules developed by Subcontractors, as per their contractual obligations, are consistent with Level 4 Construction Schedule;
Perform schedule control at the cut-off dates and provide forecast on completion dates especially in a presence of any adverse trends so that effective recovery plan can be timely enforced;
Assess physical progress at the cut-off dates evidencing any deviations from the baseline and suggesting remedial actions, if any;
Perform manpower control by collecting time sheets from Subcontractors and comparing the actual manpower against the planned, as per baseline;
Prepare the weekly/monthly Progress Report related to the Site activities in accordance with the Project Procedures.&lt;br /&gt;&lt;br /&gt;

Quantity Surveyor

We’re talking about New C3 splitter unit  to be implemented inside the Corinth Refinery.
The Quantity Surveyor inputs and accounts the works performed by Subcontractors in the specific data base, and handles any deviations from budget values.

Duties and responsibilities:

Check in detail the accounting submitted by the Subcontractors for "unit prices Subcontracts"; in particular verify quantities (to be calculated in accordance with the drawings issued for construction and in accordance with the Special Preamble to Prices and Methods of Measurement Civil Works defined in the Subcontract).
Ensure the correct application of unit prices (to be in accordance with the contract price list, and Subcontract requirements), and ensure the accuracy of all calculations (arithmetic).
Assist the Subcontracts Administration Manager with the evaluation and verification of extra works and obtain the Client’s approval.
Assist Subcontracts Administration Manager with other Subcontract Administration activities as required.
Assist Subcontracts Administration Manager with the preparation of backup documents for the Payment Certificates.
Expedite and ensure timely receipt of accountings and other deliverables from Subcontractors.
Maintain proper filing of all Subcontracts and accounting documents.&lt;br /&gt;&lt;br /&gt;

Piping Field Engineer

We’re talking about New C3 splitter unit  to be implemented inside the Corinth Refinery.
The Piping Engineer (PIE) controls the Project documentation for Piping discipline, while ensuring proper recording, filing and distribution.

Duties and responsibilities:

To ensure the recording, filing, reproduction, proper distribution and control of Plant Construction documents;
Provide assistance to Construction Management/Supervision Group for Project system definitions and turnover/hand over documentation at Project completion phase.
To ensure inspection, as required to support the QA-QC group;
Review, as required, construction method statements;
To co-ordinate the engineering activities awarded to Subcontractors;
To prepare his own section of the Monthly report.
Piping Engineer leads a dedicated group of Discipline Engineers to perform Site Engineering: this group will provide clarifications of engineering documents to SUBCONTRACTOR, corrections of mistakes that invariably are found during the Construction phase and ensure timely availability and management of drawings to support the construction effort.&lt;br /&gt;&lt;br /&gt;

Construction Manager

We’re talking about New C3 splitter unit  to be implemented inside the Corinth Refinery.
The Construction manager co-ordinates all Discipline Supervisors in managing Subcontractor’s activities. In particular, they update and develop detailed Construction schedules, optimizing sequences and limiting any overlapping. They replace the Site Manager in the latter’s absence.


Duties and responsibilities:

To ensure the implementation of the HSE management system at site with particular reference to their area of operation.
To organize and lead, along with the relevant AST and Superintendent/Supervisors, weekly meetings with the discipline Subcontractors;
To participate to construction meeting with the Client;
To promote Field revisions of the detailed Construction Schedule;
To verify congruity of the works with technical specification;
To verify material delivery schedule in order to coordinate construction activities and optimize the relevant schedule;
With the collaboration of the Site Control Manager, to prepare detailed schedules and define priorities;X
To check that schedules are kept to and to promote recovery plans in case of delay;
To co-ordinate all site activities, and in particular interfaces between Disciplines, with the aim of limiting work overlaps;
To assist and co-operate with the Supervisors in the ordinary management of subcontracts, in defining extra-works and in the execution of changes during the works;
Together with the Commissioning Manager, to ensure congruence between the completion of Construction and Plant Pre-commissioning
To collaborate with the Contract Engineer in preparing changes and claims;
To prepare his own section of routine work progress reports;
To perform discipline quality inspection according to the Inspection Plan and procedures in liaison with the QAE&lt;br /&gt;&lt;br /&gt;
